Opening Clause
Noting the diplomatic history from the original establishment of diplomatic relations to the original severance of ties to the diplomatic communiques made on the 14 December 2025 to work to restore ties by the Kingdom of Salanda and the Hokorian State it is the intention of this treaty to fulfill the mutual pledge of restoring ties made by those communiques.
Henceforth the Kingdom of Salanda and the Hokorian State for the purpose and simplicity of this treaty shall be referred to as ‘the Parties/The Parties’ for the sections following this clause.
This Treaty’s goal is to ensure lasting peaceful and amicable diplomatic relations between the Kingdom of Salanda and the Hokorian State.
Done on the Eighth of March, Twenty-Twenty-Six.
Section 1- Foundation of Ties
- The Parties agree to formally reestablish diplomatic relations and formally recognise each other’s sovereignty.
- The Parties commit to a non-interference clause, with no interference in the internal politics of the other, nor to destabilise the other’s government and respect for each of the Parties political systems and laws. With regards to internal politics the Parties can however raise on issues on internal politics within the other to the mutual Salandarian-Hokorian Council which shall be formally established in Section Two.
- The Parties agree to open embassy channels in each other’s country with the possibility of also exchanging Ambassadors should the Parties deem it needed.
Section 2- Resolving Differences
- This treaty notes the Parties have many divergent views on many topics, in order to provide for this treaty provides for a Salandarian-Hokorian Council in order to resolve or at least find common ground on issues that arise and try and find joint solutions for the Parties to work on and the Parties shall make mutual effort whenever issues to arise to resolve or find common ground on them.
- The Salandarian-Hokorian Council shall be headed by a Moderator who shall be seen as neutral and respected by both of the Parties, the Moderator shall try and find solutions between the Parties on issues and work to resolve them or at least find common ground. A Moderator needs to have the support of both of the Parties to be appointed for a term length decided by the Parties and needs to have the durational continual support of both of the Parties to stay in office or a new Moderator who is respected by both shall be appointed.
- There shall be representatives from both sides of which each of the Parties shall choose the same number of representatives to send to the Council, with the mutual same amount for each being chosen by the Parties.
- The Council shall also serve as the direct hotline for both of the Parties if there is a crisis between the Parties and the Council shall be employed to resolve the crisis if one arises.
- The Parties shall commit to resolving all disputes between them through these peaceful diplomatic means as established with this Council and shall refrain from the use of threats or force.
- The Moderator of the Council in their capacity shall release reports every while when requested by the Parties on the progress of the Council as well as the state of diplomatic relations and how to improve them if necessary.
- The Moderator of the Council shall be recognised as a diplomatic official by both Parties and shall be given the same diplomatic privileges as other diplomatic officials.
- The Salandarian-Hokorian Council will also serve as a means for the Parties to facilitate common cultural relations and promote cultural ties as well as facilitate other mutual interests between the Parties.
Section 3- Amendments to this Treaty
- Amendments to this treaty first shall be sent to the Council where they shall be voted on and adopted with a majority with the margin of the majority to be determined by the Parties.
Section 4- Termination of this Treaty
- The Treaty may be terminated on the basis if both of the Parties cannot agree on any potential issues and have exhausted all efforts at resolving them with the Moderator of the Council issuing a statement acknowledging that all efforts have been exhausted to no avail and upon the issuing of such a statement a termination clause can be activated by either of the Parties which shall automatically terminate the treaty.
